The investigation into the Jaish women wing India case has revealed a shocking truth. Dr Shaheen Shahid, a Lucknow-based doctor, was arrested for creating the Indian arm of Jaish-e-Mohammed’s (JeM) female division. According to Delhi Police, she was assigned to establish Jamaat ul-Mominaat, the women’s wing of the Pakistan-based terror group.
Officials confirmed that JeM founder Masood Azhar’s sister, Sadia Azhar, heads the group from Pakistan. She reportedly instructed Shaheen to build the India network, recruit educated women, and spread radical propaganda under the cover of charity and education.
Jaish Women Wing India: How the Network Operated
Investigators said Dr Shaheen Shahid, a resident of Lucknow’s Lal Bagh, worked closely with Dr Muzammil Ganaie, alias Musaib, a Pulwama-born doctor. Police earlier arrested him after finding 2,900 kg of explosives and 20 timers in Faridabad. During raids, they also seized an assault rifle and ammunition from Shaheen’s Maruti Swift.
Moreover, both doctors taught at Al-Falah University near Delhi and used academic circles to hide their activities. Through encrypted chats, they coordinated with handlers in Pakistan and moved bomb-making material without detection. As a result, investigators now describe the module as a “white-collar terror network.”

JeM’s Plan to Revive Its Presence in India
After heavy losses in Operation Sindoor, Jaish-e-Mohammed tried to rebuild its base through women. In October 2024, it officially launched Jamaat ul-Mominaat, calling educated women its “new strength.” The India branch led by Shaheen was meant to manage logistics, collect funds, and attract sympathizers online.
In addition, sources said Sadia Azhar, wife of the late Yusuf Azhar—a Kandahar hijacking mastermind—monitored all movements from Pakistan. She directed Shaheen to expand Jaish women wing India through NGOs and university events.
Agencies Tighten the Crackdown
Following Shaheen’s arrest, the NIA, Delhi Police, and Haryana ATS intensified their joint probe. Teams are tracking digital footprints and financial links to expose every collaborator. Meanwhile, security has been increased across northern India to prevent any retaliation by JeM’s sleeper cells.
Authorities believe that the arrest has disrupted a crucial part of the Jaish women wing India network, but more suspects may still be active. Continuous coordination between states aims to dismantle the entire module soon.
